Indiana's Behavioral Health Provider Evidence-Based Training Opportunity


Star Behavioral Health Providers (SBHP) is an initiative designed through a collaboration with the Indiana National Guard (INNG, the Military Family Research Institute (MFRI) at Purdue University, and the National Guard Bureau's Psychological Health Program (PHP), and the Indiana Family and Social Services Association (FSSA). The SBHP mission is to create an opportunity for Indiana's behavioral health providers to receive specific evidence-based training that will help them meet the needs of the state's service members and their families. Providers receiving the training will then be listed on a comprehensive registry that will identify them as having completed this training in military issues, and serve as a valuable resource for service members, families, and referring professionals in and outside the military.

The training is free to participants, and Continuing Education Units (CEUs) may be earned at no cost, as well.

The training is divided into three tiers with each tier building on information from previous tiers. Tier One training which includes both online and one daylong classroom sessions will be hosted at Ball State University on Wednesday, June 27th. Veterans Skills to Jobs Act - Take Action

(May 16, 2012) After serving our country honorably, all veterans deserve the chance to earn a paycheck and support their families. Unfortunately, the unemployment rate for veterans returning home from Iraq and Afghanistan remains stubbornly high. According to the latest Employment Situation of Veterans' annual report from The Bureau of Labor Statistics, the unemployment rate for veterans who served post 9/11 was 12.1 percent in 2011, compared with the jobless rate for all veterans of 8.3 percent. Those hit the hardest from that group are our young male veterans, ages 18-24, which have an unemployment rate of 29.1 percent, higher than the 17.6 percent jobless rate of their young male non-veteran counterparts. This is unacceptable and unnecessary.

The Department of Defense provides some of the best vocational training in the nation for its military personnel. There are many occupational career fields in the armed forces that can easily translate to a civilian counterpart; additionally, there are many occupations in the civilian workforce that require a license or certification.

Upon separation, however, many service members, certified as proficient in their military occupational career, are not licensed or certified to perform the comparable job in the civilian workforce, thus hindering chances for immediate civilian employment and delaying career advancement. This situation creates an artificial barrier to employment upon separation from military service.

On March 7, U.S. Rep. Jeff Denham (CA-19) and Rep. Tim Walz (MN-1) introduced the Veterans Skills to Jobs Act, H.R. 4155, to streamline the bureaucratic processes for veterans with relevant training to get jobs when they return home. Later that month, a companion bill, S. 2239, was introduced in the Senate by Sen. Bill Nelson (FL) and cosponsored by Sens. Olympia Snowe (ME), Amy Klobuchar (MN) and Richard Blumenthal (CT).
The Veteran Skills to Jobs Act helps address the unacceptably high rate of veteran unemployment by directing the head of each federal department and agency to treat relevant military training as sufficient to satisfy training or certification requirements for federal license, so that veterans can get back to work quickly.

Congress and the nation have a compelling interest in fostering the employment of veterans. An expanded credentialing program has widespread support on Capitol Hill and from many top defense officials. It marks a major cultural shift for the military, which once held the view that making it easier for troops to get out would reduce retention and hurt the military. The federal government is uniquely situated and obligated to take the lead on this, not only to overcome old attitudes, but to set an example for state and local government agencies which grant occupational licenses and set certain professional standards.

As the nation’s largest veterans’ service organization, The American Legion believes there are none more deserving than America’s service members and veterans. All Legionnaires, concerned citizens, veterans and their families are requested to write, call and visit their congressional representatives to either request their co-sponsorship of the Veteran Skills to Jobs Act or to thank them for their support.

• FAC Specialists shall coordinate financial assistance from military, governmental and civilian organizations as needed to assist Service Members, Family members and Survivors experiencing financial hardships. This includes referral to appropriate offices, agencies and organizations.
• FAC Specialists shall develop and maintain a directory of resources, agencies and organizations that are available to assist Service Members, military Families and Survivors. Additionally Family Assistance Specialists shall keep abreast of research and policy/legislative changes impacting Service Members, Family members and Survivors.
• FAC Specialists shall provide advice and guidance to Family Readiness Groups (FRG’s) as required by the SFPD. They shall assist the FRG in gathering, collating, maintaining and disseminating information and resources to Families.

Qualifications:
• Family Assistance Specialists shall have broad based knowledge, experience, and skills in the areas of military personnel, human resources, and Family programs as well as an understanding of the ARNG. The contract employee must demonstrate a working knowledge of military well-being programs, Family programs, and the deployment support cycle requirements.
• Contractor must be a self-starter and require minimum oversight.
• Contractors must be computer literate and proficient in preparing Microsoft Word, Excel, and PowerPoint documents. Contractors must have the ability to gather information, make recommendations for program improvement, synthesize information, and provide communication (orally and written) to disseminate information throughout the organization. Contractors must have the ability to develop PowerPoint briefings as directed.
• Must have a current and valid driver’s license.
• Must have ability to pass required background investigations, with a minimum NACI clearance.

MPSC offers a competitive benefits program which includes: 10 paid vacation/sick days, 10 paid holidays, 401K (w/3% company match), $50k Life Insurance Policy, and a comprehensive Health and Dental Plan.

Thirty four dollars an hour! Actually $34.35/hour to be precise! That is how much money I pay my Journeyman Electricians – and that’s just the salary! These jobs also come with FULL benefits! But, right now we cannot fill our apprenticeship classes. And even more frustrating to me personally is that out of the over 600 union electricians in Central Indiana – there are fewer than 10 females! And recently many public construction projects are requiring not only women and minority companies to receive a percentage of the overall spend BUT also certain percentages of diversity in the actual labor pool. This is almost impossible to achieve because of the scarcity of female electricians. Why so few young women in our trade? I really think it is because no one ever thinks of coaching them to consider the construction trades as a career option.

I know – every Mama wants her darling daughter to go to college. But, you and I both know that ALL kids are not cut out to go to college (no matter how smart they might be) but what you might not know is that studies show that many women actually make better electricians than most men. Women generally have better fine motor skills and tend to be more safety conscious and patient than men. And being an electrician can be a steady, stable, financially rewarding job – it certainly is not a job that can be outsourced overseas! And the recent economic downturn caused many older electricians to elect retirement which means we will be facing pent up demand in the very near future for any electricians but the need for female electricians and apprentices is dire right now!

So, if you know any young women who like to work with their hands, hate the confines of cubicles, keyboards, gender stereotypes and/or repetition, and are hard working and safety conscious; PLEASE have them go to the Indiana Plan website www.indianaplan.org and apply for the class that begins June 11, 2012.

Veterans Retraining Assistance Program (VRAP)


This program is partnered by DOL and DAV to provide training to Veterans unable to find work. The important thing is to be registered for the program through (VONAPP) on May 15, 2012. Eligibility requirements are listed below.

The VOW to Hire Heroes Act of 2011 was recently passed by Congress to provide assistance for unemployed Veterans. If you are or know of Veteran between the age of 35 to 60, you may qualify for a new program.
A part of that legislation is the Veterans Retraining Assistance Program (VRAP). The program is a Department of Veterans Affairs (VA) and Department of Labor (DOL) joint effort to provide training to Veterans unable to find work.

VRAP will provide 12 months of training assistance equal to the monthly full-time payment rate under the Montgomery GI Bill-Active Duty program (currently paying $1,473 per month). Participants must be enrolled in a program approved for VA benefits that is offered by a community college or technical school. The program must lead to an Associate Degree, Non-College Degree or a Certificate.

To qualify, a Veteran must:
• Be at least 35 but no more than 60 years old
• Be unemployed on the day of application
• Have an other than dishonorable discharge
• Not be eligible for any other VA education benefit program (e.g.: the Post-9/11 GI Bill, Montgomery GI Bill, Vocational Rehabilitation and Employment Assistance)
• Not be in receipt of VA compensation due to unemployability
• Not be enrolled in a federal or state job training program
• Pursue a program that leads to employment in a high demand occupation
The program is limited to 45,000 participants between July 1, 2012, and September 30, 2012, and an additional 54,000 participants from October 1, 2012, through March 31, 2014. DOL will provide employment assistance to every Veteran who participates upon completion of their program. Applications will be accepted beginning May 15, 2012.

In support of this initiative, the Veterans Job Bank Widget was created, which allows access to the Veterans Job Bank directly from other websites. An easy to implement feature that any individual or organization can use, the Veterans Job Bank Widget allows Veterans to quickly and easily conduct a targeted job search without ever leaving the website they are on. To make things even easier, the Veterans Job Bank Widget requires no maintenance. As jobs are added to the Veterans Job Bank, the widget automatically updates. A highlight of the tool’s job search function is a military occupational code (MOC) translator that converts the user’s military experience into related civilian job skills – which can then be used to match specific skills or jobs. First Class Wage: $21.52
This classification consists of doing welding of all types and kinds with all types and kinds of welding equipment including, but not limited to, semi-automatic (FCAW and GMAW), fully-automatic, stick welding (SMAW), and submerged arc welding, to finish quality in all positions. Will do carbon arc gouging and use any other type of energy based gouging equipment currently in use or that may become available. Required to perform pressure tests on barges, tanks and vessels. Requires the ability to work from welding symbols, sketches, detailed instructions and symbols on blueprints. Requires a thorough knowledge of the use and care of all welding materials and equipment and be familiar with the properties of various metals. The welder will be required to pass any welder certification tests required by the Company, Customer, or Certifying Agent necessary for performing the welding processes noted above.

Second Class Wage: $18.48

Occupation - Steelfitter
First Class Wage: $19.86

This classification consists of the development of jigs and layout on all assemblies. Must have the ability to read drawings and sketches of the job. Occasionally takes off material. Required to do shrinking as instructed. Required to perform pressure tests on barges, tanks or vessels. Does complicated cutout and patch work including large plate areas, areas where plate and supporting framing or brackets must be replaced. Cut out and replace damaged sections of headlogs, rake or stern corners. Hang rakes, sterns and side boxes and install rake knuckles.

Second Class Wage: $17.93
This classification consists of fitting steel into jigs; setting and squaring up frames and brackets to layout made by a 1st Class Steelfitter. Fits steel plate laps, frames to plates, etc. May be required to do tacking, burning, chipping and grinding. Installs coaming brackets and aligns coaming. Installs tracks after layout by a 1st Class Steelfitter. Installs covers, deck fittings, manholes and ladders. Does water testing and cuts water stops. Does cutout and patch work on minor repairs to boats, barges, hatch covers, coamings, tracks and inner-bottoms.

Veterans Retraining Assistance Program apps open 15 May 2012


Retraining Assistance Program (VRAP) for unemployed 35 to 60 year old Veterans, which will begin on July 1, 2012 - we will begin accepting applications on May 15, 2012.

VRAP offers 12 months of training assistance to 99,000 unemployed Veterans who are at least 35 years old but no older than 60. Eligible participants will receive up to 12 months of training assistance at the full-time payment rate under the Montgomery GI Bill–Active Duty program (currently $1,473 per month). DOL will offer employment assistance to every Veteran who participates or applies to the VRAP program. You can learn more about VRAP at http://benefits.va.gov/vow/education.htm.

How to Earn Tax Credits for Hiring Veterans


The IRS has released the guidance and forms that employers can use to claim the newly-expanded tax credit for hiring veterans. The IRS has also announced that employers will have more time to file the required certification form for employees hired on or after November 22, 2011, and before May 22, 2012.

The VOW to Hire Heroes Act of 2011, enacted Nov. 21, 2011, provides an expanded Work Opportunity Tax Credit (WOTC) to businesses that hire eligible unemployed veterans and for the first time also makes the credit available to certain tax-exempt organizations.

The Returning Heroes Tax Credit provides incentives of up to $5,600 for hiring unemployed veterans, and the Wounded Warriors Tax Credit doubles the existing Work Opportunity Tax Credit for long-term unemployed veterans with service-connected disabilities, to up to $9,600.

This tax credit is for hiring the following eligible veterans:
• Short-term Unemployed: A new credit of 40% of the first $6,000 of wages (up to $2,400) for employers who hire veterans who have been in receipt of unemployment compensation for at least 4 weeks.
• Long-term Unemployed: A new credit of 40% of the first $14,000 of wages (up to $5,600) for employers who hire veterans who have been in receipt of unemployment compensation for longer than 6 months. Wounded Warrior Tax Credit
• Veterans with Services-Connected Disabilities: Maintains the existing Work Opportunity Tax Credit for veterans with service-connected disabilities hired within one year of being discharged from the military. The credit is 40% of the first $12,000 of wages (up to $4,800).
• Long-Term Unemployed Veterans with Services-Connected Disabilities: A new credit of 40% of the first $24,000 of wages (up to $9,600) for firms that hire veterans with service-connected disabilities who have been in receipt of unemployment compensation for longer than 6 months. The credit can be as high as $9,600 per veteran for for-profit employers or up to $6,240 for tax-exempt organizations.
