Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at‐risk youth to produce program graduates with the values, skills, education and self‐discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.
Team Leaders are assigned to a Team of Cadets, whom they work with the majority of their shifts. The Team Leader is the direct supervisor of the Cadets and is primarily responsible for Cadet accountability, discipline and safety; enforcement of Academy rules and policies; instruction of drill and ceremony; physical‐fitness training; movement of Cadets according to the training schedule; completing administrative reports; and, providing assistance in tutoring of academics.
Acting as a positive role model Team Leaders also play an important role in ensuring cadet completion of the 8‐core objectives, (Academic Excellence, Physical Fitness, Job Skills, Leadership/Followership, Responsible Citizenship, Service to Community, Health & Hygiene, and Life Coping Skills). Teaching the Cadets life‐skills through: positive mentoring; leading by example; providing counseling; teaching basic social skills; enforcing standards; helping to build self‐confidence and problem solving abilities; developing leadership and teamwork skills; and, providing instruction/facilitation of Challenge tasks.

Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at-risk youth to produce program graduates with the values, skills, education and self-discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.
The Hoosier Youth Challenge Academy (HYCA) Shift Supervisor is responsible for the training and supervision of all Team Leaders on duty during his/her shift. The Shift Supervisor is responsible for compiling all reports required and supervises the execution of the Cadet daily schedules.

Essential Duties/Responsibilities:
• Train, supervise and counsel all Team Leaders assigned to the team (4-6 Team Leaders).
• Collect, compile and distribute information for weekly training schedule and ensure that all operational activities and academic classes conducted by Team Leaders designated on the HYCA training schedule are accomplished during the shift.
• Assist Team Leaders in the performance of their daily duties.
• Ensure that the Standards of Discipline are upheld. Provide limited first-line Team Leader and second-line student counseling to improve performance, reduce friction, improve morale and maintain continuity.
• Keep the HYCA Chain of Command informed of all important matters.
• Ensure that record keeping, including automated data information system, is accomplished in accordance with the HYCA Standard Operating Procedures.
• Ensure Cadets are transported between locations such as: formations, physical training, classrooms, community service, dining hall, field trips; and, transport Cadets for medical treatment, as needed.
• Responsible for ensuring that Cadets barracks, common areas and living conditions are properly maintained in accordance with established standards and coordinates all scheduling, housekeeping and administrative activities;
• Ensure the safety of all HYCA personnel and staff members during the shift.
• Analyze and evaluate the progress and development of assigned Cadets and present verbal and written reports.
• Supervises day-to-day counseling program.
• Maintains an on-call status to provide counseling assistance and advisement.
Nonessential Duties/Responsibilities:
• Performs related work as determined required.



Working Conditions:
Incumbent may infrequently be exposed to aggressive/hostile at-risk youths and/or upset parents/guardians. May frequently work a nonstandard work week (which may require rotation between day, evening and graveyard shift, and may include weekends and holidays). • Evaluate and record efforts of Cadets to determine if they accomplish the goals and objectives of the program and successfully pass the program’s eight core components i.e. citizenship, academic excellence, life‐coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance‐based coaching.
• Monitor and conduct performance based counseling on assigned Cadets for appropriate and inappropriate behavior by observing, correcting, and reporting; Investigate serious infractions of policy and procedures by Cadets, determine proper consequence, and administer disciplinary actions for unacceptable and inappropriate behavior; Reward Cadets for positive and appropriate performance and behavior;
• Observe and evaluate attitude and physical and mental well‐being of Cadets; recommend further evaluation when appropriate. Provide limited first line counseling to reduce friction, improve morale and maintain continuity:
• Prepare and teach classes to Cadets on rules and procedures of the program; Prepare and teach outdoor skills/experience education classes utilizing classroom presentations, instructor demonstrations, and student participation; Classes may include knot tying, map reading, land navigation, water safety, rappelling, campsite selection, backpacking, personal and group sanitation, etc.: Prepare and teach American Red Cross Basic First Aid and CPR;
• Teach, demonstrate, supervise, and evaluate Cadets’ performance during daily physical fitness training, drill and ceremonies, and during community involvement activities and community service projects; Select and assign Cadets to leadership positions, evaluate and counsel on leadership performance and potential;
• Keep the Chain of Command and fellow Team Leaders informed of all important matters;
• Transport Cadets between locations, i.e. formations, physical training areas, classrooms and to community service programs, cooperative work experience sites, and other authorized off‐site locations making certain Cadets are accounted for and remain at their assigned site, reporting all issues pertaining to Cadets at job sites; Provide Cadets opportunity to attend religious service on Sundays; Transport Cadets for medical treatment, as needed:
• Maintain safe operation of assigned vehicles and all equipment to prescribed standards. Report deficiencies, losses, damage, misuse or abuse from any assigned staff and Cadets;
• Ensure that Cadet barracks, common areas and living conditions are properly maintained in accordance with established standards: Secure and control of the use of assigned Cadet residential quarters, report facility deficiencies, hold residents accountable for misuse and abuse of the facility;
• Engage with Cadets one‐on‐one to assess how the Cadet is responding to training and living situation; Analyze and evaluate their progress and development and complete written and/or verbal reports as required;
• Conduct risk management of classes and extra curricular activities to insure they are conducted within established safety parameters;
• Attend and participate in required professional development training to maintain program proficiency and certifications including Cadre Training (physical fitness training, drill and ceremony, procedures and protocol, and professionalism), American Red Cross First Aid and CPR Basic and Instructor courses, crisis intervention and prevention, medical training, drug and alcohol use and abuse, ethics, workplace harassment and other training as deemed appropriate;

Job Requirements:
• High school diploma or equivalent.
• Military service experience (2‐3 Years in leadership positions); Or, graduation from an accredited two or four‐year college or university with major coursework in Criminal Justice or a related field; Work experience in individual or group counseling; Experience working with high school aged at‐risk and/or special needs youth preferred; Work experience, paid or volunteer, teaching or coaching group activities for youth ages 16 ‐18;
• Commercial Driver’s License (CDL) will be required within first 90 days of employment.
• Minimum age of 21.
• First Aid and CPR certification required or ability to obtain such certification.
• Strong communication, supervisory, interpersonal and organizational skills. Must be detail oriented.
• Ability to analyze and evaluate the progress and development of assigned cadets and present verbal and written reports.
• Ability to enforce disciplinary, safety and security measures.
• Familiarity with basic military style training and ability to enforce disciplinary, safety and security measures.
• Working knowledge required for Microsoft Outlook and Microsoft Access to navigate through the training database. Knowledge and ability to use Microsoft Word necessary.
• Some knowledge of adolescent development, human behavior and team dynamics.
• Ability to teach adolescents leadership, teamwork, service to community, health, hygiene, physical training, first aid and CPR, and outdoor skills.
• Ability to read and comprehend policies, procedures, manuals and other written material and to follow oral and written instruction.
• Ability to promote socially acceptable attitudes and behaviors, use tact, recognize that value systems may vary, treat individuals with respect and consideration, reason logically and arrive at sound conclusions.
• Ability to gain trust and establish effective mentoring relationships with at‐risk youth.
• Ability to communicate in English, explain difficult concepts verbally and in writing.
• Ability to make sound decisions and remain calm under stressful circumstances.
• Ability to perform work outdoors and withstand inclement weather and other environmental conditions.
• Ability to physically perform the essential duties of the job. This includes conducting and performing rigorous physical fitness training, to include hiking with a backpack over rough terrain, running from one mile up to five miles, and demonstrating a variety of physical fitness exercise routines, such as push ups, sit ups, etc.
• Ability to operate a commercial motor vehicle (44 passenger bus).
• Ability to work a flexible schedule.
• Must provide proof of annual tuberculosis test with negative results.
• Must pass an annual physical fitness test.
Supervisory Responsibilities/Direct Reports:
The incumbent reports to the Senior Team Leader/Shift Supervisor. Incumbent is responsible for immediate oversight, direct control, supervision, accountability, health, welfare, safety, and esprit‐de‐corps of the Cadets enrolled at the Academy.
Difficulty of Work:
Incumbent works with diverse at‐risk youths who may lack social, emotional and educational skills that are not consistent with their age and requires on‐the‐spot decision‐making when coping with one or more disorderly or irate Cadets.

Responsibility:
Incumbent works under general supervision performing duties under general supervision following Academy Standard Operation Procedures (SOPs), guidance, policies and any special orders. The incumbent contributes to the success of the Cadets by acting as a positive role model instilling discipline, training, teaching, counseling, and evaluating Cadets on citizenship, academic excellence, life‐coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance‐based coaching. Must make quick decisions in emergency situations. Unusual problems or situations are referred to the supervisors for guidance. Consequence of error is usually moderate; however, situations exist for consequences of error to be disastrous. The inability to quickly and appropriately bring cadets under control in a disorderly situation may lead to an adverse effect on the future operations and growth of the Academy.

Personal Work Relationships:
Relationships are primarily with Cadets and Academy staff and other military personnel. The incumbent has frequent contact with the public and personnel from community service and conservation programs when escorting Cadets to outside communities for supervised work experiences. Occasionally the incumbent may come into contact with Cadet parents/guardians.

POSITION: MAINTENANCE REPAIRPERSON 3 (10001878, Job ID # 571125)

LOCATION: Regional Training Institute (RTI), Camp Atterbury, Edinburgh, Indiana

SALARY: $10.70 hour; $803.00 bi‐weekly; $20,898 annually

Purpose of Position/Summary:
Performs cleaning, general maintenance, and minor repairs to building(s), equipment and grounds at the Regional Training Institute located at Camp Atterbury. Incumbent is responsible for the entire facility and grounds excluding those areas of military responsibility such as: kitchens (except when included in a rental agreement), OMS areas, military supply rooms, vehicle compounds, POL building and other like areas.

Essential Duties/Responsibilities:
Representative duties include, but are not limited to, the following:
• Performs general cleaning duties including, but not limited to dusting, mopping, stripping, waxing, buffing floors; vacuuming carpets and upholstery; emptying non‐hazardous and recyclable waste containers; washing walls, windows, and mirrors; sanitizing and cleaning restrooms;
• Performs grounds maintenance work including, but not limited to mowing, trimming, fertilizing, leaf removal, trash pick‐up, snow and ice removal, and minor repair of parking areas, roads and walks;
• Performs preventive maintenance on air‐conditioning units and heating systems;
• Maintains safe armory conditions by repairing and replacing broken doors, latches, locks, window glass, etc.;
• Repairs and/or replaces leaky faucets and toilets, plugged drains, burned out light bulbs, broken electrical switches, outlets and light fixtures; minor repairs to furniture;
• Inspects and maintains fire extinguishers IAW National Fire Protection Association (NFPA);
• Distributes and restocks paper towel and bathroom tissue dispensers;
• Paints walls, ceilings, door trim, window casings, not routinely requiring scaffolding;
• Performs preventive maintenance and minor repair of equipment such as sweepers, buffers, lawn care equipment, etc.;
• Orders/stocks cleaning supplies as needed and authorized by purchasing directives;
• Performs related duties such as transporting materials and equipment needed for the maintenance and upkeep of the armory/facility and maintaining stock rooms;
• Maintains Material Safety Data Sheets (MSDS) on all hazardous substances and chemicals used in the work place;
• Be familiar with the Fire Evacuation Plan and the location and proper use of fire extinguishers.

Job Requirements:
• One (1) year full‐time experience in building or maintenance trades. Substitution: One (1) semester or one (1) quarter of a recognized vocational training program in building or maintenance trades may sub for all of the required experience. (proof must accompany application.) Substitution: Six (6) months as a state maintenance repair person 4 (4ia4) may substitute for all of the required experience.
• Thorough knowledge of the methods, practices, and materials used in grounds and building maintenance;
• Basic knowledge of and ability to use skills in the trades of carpentry, plumbing, electrical, heating system and air conditioning;
• General knowledge and understanding of various occupational health and safety rules and regulations;
• Ability to use and safely operate a variety of equipment such as powered floor buffers, vacuum cleaners, carpet cleaners, push and/or powered riding mowers, weed eaters, snow blowers, hand and power tools, and similar types of equipment used in the maintenance of buildings and grounds;
• Ability to follow instructions regarding proper use and care of powered equipment;
• Ability to follow instructions concerning safety precautions and the proper use, storage and disposal of hazardous substances and chemicals used in the work place;
• Ability to communicate effectively with the public and vendors in a tactful and courteous manner;
• Ability to complete necessary reports and purchase order forms;
• Ability to effectively plan work schedule and work independently.

Responsibility:
Incumbent works with limited supervision using judgment in planning their own work. May receive general instructions or assignments. Incumbent must exercise a reasonable degree of care and safety in the use and storage of cleaning agents, power tools, and equipment, to minimize hazardous situations, and injury to self and others. Incumbent may be required to supervise individuals and/or offenders from local community organizations and correctional facilities.
Personal Work Relationships:
Incumbent has daily contact with the military tenants of the facility. The incumbent coordinates with the agency Physical Plant Director for major repairs or reconstruction of the facility. Incumbent coordinates with local vendors in purchasing cleaning products and contracting for repairs of equipment. Incumbent has frequent contact with the public assisting management in the scheduling of facility rentals. Contact with the public also occurs when the facility is opened for emergencies or disasters such as floods and snow storms.

PHYSICAL EFFORT:
Incumbent performs most duties requiring a high degree of manual dexterity, frequent standing, crouching, kneeling, stooping, crawling, climbing, and extended periods of walking. Incumbent frequently lifts 50 pounds. Occasional heavy lifting over 50 pounds is required when moving furniture and equipment.
• Trunk Strength ‐ The ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time without 'giving out' or fatiguing.
• Extent Flexibility ‐ The ability to bend, stretch, twist, or reach with body, arms, and/or legs.
• Manual Dexterity ‐ The ability to quickly move hand, hand together with arm, or two hands to grasp, manipulate, or assemble objects.
• Static Strength ‐ The ability to exert maximum muscle force to lift, push, pull, or carry objects.
• Manual Dexterity ‐ The ability to quickly move hand, hand together with arm, or two hands to grasp, manipulate, or assemble objects.
• Multilimb Coordination ‐ The ability to coordinate two or more limbs (for example, two arms, two legs, or one leg and one arm) while sitting, standing, or lying down. It does not involve performing the activities while the whole body is in motion.

Working Conditions:
Incumbent performs duties both inside and out doors. Incumbent is frequently exposed to chemicals used in the cleaning of the facility and herbicides and pesticides used in grounds maintenance. Personal protective equipment (PPE) is required according to the Material Safety Data Sheets (MSDS) for the specific substance being used. Incumbent is subject to inclement weather in performing grounds maintenance. The proper safety precautions must be observed while operating power equipment such as buffers, mowers, snow blowers, weed eaters, and power tools.
