Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at‐risk youth to produce program graduates with the values, skills, education and self‐discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.
Team Leaders are assigned to a Team of Cadets, whom they work with the majority of their shifts. The Team Leader is the direct supervisor of the Cadets and is primarily responsible for Cadet accountability, discipline and safety; enforcement of Academy rules and policies; instruction of drill and ceremony; physical‐fitness training; movement of Cadets according to the training schedule; completing administrative reports; and, providing assistance in tutoring of academics.
Acting as a positive role model Team Leaders also play an important role in ensuring cadet completion of the 8‐core objectives, (Academic Excellence, Physical Fitness, Job Skills, Leadership/Followership, Responsible Citizenship, Service to Community, Health & Hygiene, and Life Coping Skills). Teaching the Cadets life‐skills through: positive mentoring; leading by example; providing counseling; teaching basic social skills; enforcing standards; helping to build self‐confidence and problem solving abilities; developing leadership and teamwork skills; and, providing instruction/facilitation of Challenge tasks.

Purpose of Position/Summary:
Performs cleaning, general maintenance, and minor repairs to building(s), equipment and grounds at the Division National Guard Armory/Facility. PURPOSE OF POSITION/SUMMARY:
Serves as an archaeologist focusing on archaeological resource compliance primarily (but not exclusively) at the Camp Atterbury Maneuver Training Center (CAMTC) and Muscatatuck Urban Training Center (MUTC). Incumbent assists in the development of inventories of National Guard archaeological resources by performing archaeological surveys, conducting historic research, and writing technical reports as directed by the Cultural Resource Manager. Army Regulations AR 200-1 and the Department of Defense (DoD) Instruction 4715.3 that requires identification, evaluation, protection and management of cultural resources located on lands used for military activities. The incumbent reports to the Cultural Resource Manager. Duties include, but are not limited to, the following:
ESSENTIAL DUTIES/RESPONSIBILITIES:
• Conducts archaeological research and field investigations to determine impact of proposed construction projects and training on cultural resources
• Participates in developing procedures for preparation of archaeological documents necessary to obtain environmental clearance as mandated for all federal projects.
• Under the general direction of the Cultural Resource Manager, plans and assists in scheduling field and office reviews including meetings of projects and associated NEPA documentation.
• As directed, works with environmental specialists on project related tasks.
• Writes archaeological reports documenting in-house fieldwork.
• Reviews and evaluates archaeological reports and NEPA environmental documents prepared by outside consulting firms for content and format to ensure compliance with federal and state requirements and agency policy and goals and identifies concerns to higher level environmental specialists.
• Operates a government owned vehicle to conduct necessary field reviews and to attend meetings and to transport equipment (i.e. laptop, camera and test equipment)
• Develops archaeological environmental research studies to determine impact of proposed projects and training, reviews reports for content and format to ensure compliance & recommends changes.
• Assists higher level environmental specialists in developing survey methods.
• Provides assistance with activities in assigned area with other involved federal, state, and local government agencies and offices, the public.
• Serves as point of contact for activities in assigned area and/or for assigned projects.

JOB REQUIREMENTS:
The position requires the minimum qualifications set forth by 312 IAC 21-3-4 for a field or laboratory technician. These stipulate:
• A technician must have been an assistant supervisor or field-crew member with experience in archaeological field techniques and methodologies and must be experienced in all varieties of laboratory analysis and techniques;
• Must hold a bachelor’s degree in anthropology or a closely related field, with a specialization and course work in archaeology;
• In addition, the following requirements apply to a project in the specified areas:
• One (1) year of experience in Midwestern prehistoric archaeological fieldwork, or
• One (1) year of experience in historic archaeology fieldwork;
• Demonstrated ability to carry research to completion;
• Demonstrated ability to evaluate, delineate boundaries on, and inventory archaeological sites in the field;
• Intimate knowledge and extensive experience with GIS software (particularly ArcInfo/ArcView).
II. JOB REQUIREMENTS
• Familiarity with Federal, State, and local laws and regulations relevant to a Cultural Resources Program. In particular, knowledge of Sections 106 and 110 of the National Historic Preservation Act (NHPA), the Native American Graves Protection and Repatriation Act (NAGPRA), and the Archaeological Resources Protection Act (ARPA);
• Specialized knowledge of the Archaeology and history of Indiana and surrounding states, Archaeological survey methods, including standards and practices in Indiana;
• Ability to work with historians, architects, contractors and SHPO regarding historic structures;
• Specialized knowledge of regional, State, and local sources appropriate for records research;
• Ability to prepare collections and records for curation;
• Ability to perform public speaking, training, and dialog with non-environmental, military personnel;
• Must have writing ability, including technical reports, interagency correspondence, and interagency agreements;

DIFFICULTY OF WORK:
Incumbent follows guidelines outlined in the INARNG Cultural Resources Management Plan (ICRMP), SHPO, ACHP and Department of the Interior and basic guidelines of Archaeology, which are generally accepted. Incumbent follows general agency guidelines and objectives specific to ICRMP and other regulatory requirements. Incumbent uses judgment in supplying cultural information to stakeholders using Risk Communication methods.
RESPONSIBILITY:
Incumbent receives guidance from Cultural Resource Manager but is expected to work independently to accomplish assigned tasks. Incumbent is the expected to recognize and appropriately handle situations in the field that affect archaeological sites. Incumbent writes and revises technical reports for review and signature of Cultural Resource Manager.
PERSONAL WORK RELATIONSHIPS:
The work relationships are broad in scope and include direct contacts with directorate managers, supervisors, historians, architects, historic preservation officers, Range Control, Department of Public Works, military personnel, and others.
PHYSICAL EFFORT:
Fieldwork requires greater than usual physical exertion to hike across rugged terrain with equipment and to occasionally be exposed to extreme weather conditions for short periods. Projects may extend beyond normal duty and involve weekend work as mission dictates.
WORKING CONDITIONS:
Work is usually a field environment, although, incumbent must frequently conduct office work to write reports. Incumbent may be exposed to unexploded ordnance (UXO) hazards during the course of any work conducted on training lands.

PROGRAM: HOOSIER YOUTH CHALLENGE ACADEMY, Knightstown, Indiana
POSITION: SEASONAL WORKERS ‐CADRE TEAM LEADERS (10001974, 10001811, Job ID # 571115)
SALARY: $11.50 HOUR; Limited to working a maximum of 180‐days per calendar year.
Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at‐risk youth to produce program graduates with the values, skills, education and self‐discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.
Team Leaders are assigned to a Team of Cadets, whom they work with the majority of their shifts. The Team Leader is the direct supervisor of the Cadets and is primarily responsible for Cadet accountability, discipline and safety; enforcement of Academy rules and policies; instruction of drill and ceremony; physical‐fitness training; movement of Cadets according to the training schedule; completing administrative reports; and, providing assistance in tutoring of academics.
Acting as a positive role model Team Leaders also play an important role in ensuring cadet completion of the 8‐core objectives, (Academic Excellence, Physical Fitness, Job Skills, Leadership/Followership, Responsible Citizenship, Service to Community, Health & Hygiene, and Life Coping Skills). Teaching the Cadets life‐skills through: positive mentoring; leading by example; providing counseling; teaching basic social skills; enforcing standards; helping to build self‐confidence and problem solving abilities; developing leadership and teamwork skills; and, providing instruction/facilitation of Challenge tasks.
Essential Duties/Responsibilities:
• Ensure Cadets are under constant adult supervision at all times; Ensure accountability and maximum participation of Cadets in activities and classes designated on the training schedule are accomplished; Participate in and monitor class activities; Monitor and supervise Cadets during scheduled visitations by parents, guardians, and mentors;
• Evaluate and record efforts of Cadets to determine if they accomplish the goals and objectives of the program and successfully pass the program’s eight core components i.e. citizenship, academic excellence, life‐coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance‐based coaching.
• Monitor and conduct performance based counseling on assigned Cadets for appropriate and inappropriate behavior by observing, correcting, and reporting; Investigate serious infractions of policy and procedures by Cadets, determine proper consequence, and administer disciplinary actions for unacceptable and inappropriate behavior; Reward Cadets for positive and appropriate performance and behavior;
• Observe and evaluate attitude and physical and mental well‐being of Cadets; recommend further evaluation when appropriate. Provide limited first line counseling to reduce friction, improve morale and maintain continuity:
• Prepare and teach classes to Cadets on rules and procedures of the program; Prepare and teach outdoor skills/experience education classes utilizing classroom presentations, instructor demonstrations, and student participation; Classes may include knot tying, map reading, land navigation, water safety, rappelling, campsite selection, backpacking, personal and group sanitation, etc.: Prepare and teach American Red Cross Basic First Aid and CPR;
• Teach, demonstrate, supervise, and evaluate Cadets’ performance during daily physical fitness training, drill and ceremonies, and during community involvement activities and community service projects; Select and assign Cadets to leadership positions, evaluate and counsel on leadership performance and potential;
• Keep the Chain of Command and fellow Team Leaders informed of all important matters;
• Transport Cadets between locations, i.e. formations, physical training areas, classrooms and to community service programs,
cooperative work experience sites, and other authorized off‐site locations making certain Cadets are accounted for and remain at their assigned site, reporting all issues pertaining to Cadets at job sites; Provide Cadets opportunity to attend religious service on Sundays; Transport Cadets for medical treatment, as needed:
• Maintain safe operation of assigned vehicles and all equipment to prescribed standards. Report deficiencies, losses, damage, misuse or abuse from any assigned staff and Cadets;
• Ensure that Cadet barracks, common areas and living conditions are properly maintained in accordance with established standards: Secure and control of the use of assigned Cadet residential quarters, report facility deficiencies, hold residents accountable for misuse and abuse of the facility;
• Engage with Cadets one‐on‐one to assess how the Cadet is responding to training and living situation; Analyze and evaluate their progress and development and complete written and/or verbal reports as required;
• Conduct risk management of classes and extra curricular activities to insure they are conducted within established safety parameters;
• Attend and participate in required professional development training to maintain program proficiency and certifications including Cadre Training (physical fitness training, drill and ceremony, procedures and protocol, and professionalism), American Red Cross First Aid and CPR Basic and Instructor courses, crisis intervention and prevention, medical training, drug and alcohol use and abuse, ethics, workplace harassment and other training as deemed appropriate;
Job Requirements:
• High school diploma or equivalent.
• Military service experience (2‐3 Years in leadership positions); Or, graduation from an accredited two or four‐year college or university with major coursework in Criminal Justice or a related field; Work experience in individual or group counseling; Experience working with high school aged at‐risk and/or special needs youth preferred; Work experience, paid or volunteer, teaching or coaching group activities for youth ages 16 ‐18;
• Commercial Driver’s License (CDL) will be required within first 90 days of employment.
• Minimum age of 21.
• First Aid and CPR certification required or ability to obtain such certification.
• Strong communication, supervisory, interpersonal and organizational skills. Must be detail oriented.
• Ability to analyze and evaluate the progress and development of assigned cadets and present verbal and written reports.
• Ability to enforce disciplinary, safety and security measures.
• Familiarity with basic military style training and ability to enforce disciplinary, safety and security measures.
• Working knowledge required for Microsoft Outlook and Microsoft Access to navigate through the training database. Knowledge and ability to use Microsoft Word necessary.
• Some knowledge of adolescent development, human behavior and team dynamics.
• Ability to teach adolescents leadership, teamwork, service to community, health, hygiene, physical training, first aid and CPR, and outdoor skills.
• Ability to read and comprehend policies, procedures, manuals and other written material and to follow oral and written instruction.
• Ability to promote socially acceptable attitudes and behaviors, use tact, recognize that value systems may vary, treat individuals with respect and consideration, reason logically and arrive at sound conclusions.
• Ability to gain trust and establish effective mentoring relationships with at‐risk youth.
• Ability to communicate in English, explain difficult concepts verbally and in writing.
• Ability to make sound decisions and remain calm under stressful circumstances.
• Ability to perform work outdoors and withstand inclement weather and other environmental conditions.
• Ability to physically perform the essential duties of the job. This includes conducting and performing rigorous physical fitness training, to include hiking with a backpack over rough terrain, running from one mile up to five miles, and demonstrating a variety of physical fitness exercise routines, such as push ups, sit ups, etc.
• Ability to operate a commercial motor vehicle (44 passenger bus).
• Ability to work a flexible schedule.
• Must provide proof of annual tuberculosis test with negative results.
• Must pass an annual physical fitness test.
Supervisory Responsibilities/Direct Reports:
The incumbent reports to the Senior Team Leader/Shift Supervisor. Incumbent is responsible for immediate oversight, direct control, supervision, accountability, health, welfare, safety, and esprit‐de‐corps of the Cadets enrolled at the Academy.
Difficulty of Work:
Incumbent works with diverse at‐risk youths who may lack social, emotional and educational skills that are not consistent with their age and requires on‐the‐spot decision‐making when coping with one or more disorderly or irate Cadets.
Responsibility:
Incumbent works under general supervision performing duties under general supervision following Academy Standard Operation Procedures (SOPs), guidance, policies and any special orders. The incumbent contributes to the success of the Cadets by acting as a positive role model instilling discipline, training, teaching, counseling, and evaluating Cadets on citizenship, academic excellence, life‐coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance‐based coaching. Must make quick decisions in emergency situations. Unusual problems or situations are referred to the supervisors for guidance. Consequence of error is usually moderate; however, situations exist for consequences of error to be disastrous. The inability to quickly and appropriately bring cadets under control in a disorderly situation may lead to an adverse effect on the future operations and growth of the Academy.
Personal Work Relationships:
Relationships are primarily with Cadets and Academy staff and other military personnel. The incumbent has frequent contact with the public and personnel from community service and conservation programs when escorting Cadets to outside communities for supervised work experiences. Occasionally the incumbent may come into contact with Cadet parents/guardians.
