SALARY: $1,466.00.00 bi-weekly: $38,116.00 annually.
PURPOSE OF POSITION/SUMMARY:
This Environmental Manager serves as the Indiana Army National Guard Training Site Environmental Compliance Manager. The position is located at the Camp Atterbury Joint Maneuver Training Center, Edinburgh, Indiana. The incumbent implements a multi]media compliance program for the 34,250 acre training center encompassing air, storm water, drinking water, waste water, hazardous and solid waste management, pest management, National Environmental Policy Act (NEPA), Spill prevention and cleanup programs, historical buildings, cultural and natural resources. The incumbent is part of a larger environmental office with staff expertise and support in the several compliance areas required of this position.
ESSENTIAL DUTIES/RESPONSIBILITIES:
. Monitor installation facilities, operations and proposed actions for compliance with environmental laws, regulations, and applicable standards and permit requirements.
. Provide on]site support for Environmental Impact Statements or Environmental Assessments, and prepare other NEPA documentation necessary to support the training facility and military mission.
. Prepare EPCRA 312 and TRI reports, monthly monitoring reports and air emissions reports to IDEM, and other reports and data calls as required.
. Prepare and maintain compliance with state issued permits affecting air and water, as well as, internal plans and policies affecting the use of National Guard training land, historical buildings, archaeological sites, spill planning and waste management.
. Maintain coordination and liaison with other Federal, State and local agencies.
. Establish and maintain relationships with local public officials and the general public.
. Maintain records of environmental activities and decisions.
. Attend professional training, workshops, and conferences at the local, state and national level. Some out of state travel is required.
JOB REQUIREMENTS:
. Bachelorfs degree in environmental science, engineering, or related field.
. Extensive knowledge of drinking water and wastewater treatment plant operations and regulations; Title V air permit conditions and CAA regulations.
. Thorough knowledge of environmental concepts and practices relating to NEPA documentation for training site operations, construction, demolition projects, and training impacts.
. Ability to prepare and review technical reports and issues, and communicate effectively to advise senior leadership.
. Ability to learn and monitor hazardous waste management; spill control and response; integrated pest management practices; natural resources; cultural resources; noise abatement; and energy conservation
. Ability to develop and write technical and non]technical reports, letters, SOPs and NEPA documents.
. Write, review, update, and implement installation environmental regulations based on Federal, state, local and Department of the Army regulations and policy guidance.
. Ensure that Army National Guard activities are planned, coordinated, and conducted in accordance with all Federal, state, local and military environmental regulations.
. Prepare, or contract for, and oversee preparation of environmental permits associated with construction, maintenance, and training.
. Ability to effectively communicate both orally and in writing.
. Ability to effectively research, plan and recommend procedures concerning various phases of environmental work.
. Physical ability to traverse difficult terrain and structures.
. Ability to work outside, possibly during adverse weather conditions.
. General knowledge of sampling techniques and quality assurance protocols.
. Must possess a valid driverfs license and pass pre]employment screening and a background check to receive a government issued ID card.
. Performs other related duties as assigned.
DIFFICULTY OF WORK:
Performs work involving advanced techniques and methods following only general guidance. In some cases where established methodology is inadequate to obtain results, the incumbent must research and apply innovative techniques and develop procedures to obtain required results.
Assignments are diverse, covering a range of media and systems. These range from noise abatement, hazardous waste, integrated pest control oversight and coordination, air and water quality, and soldier training. The solution of problems requires adaptation and modification of conventional practices and demands an understanding of a variety of disciplines in engineering, natural and cultural resources, biology, chemistry, geology and land use.
RESPONSIBILITY:
Incumbent supports the Post Commander with guidance and direction given by the Environmental Manager Supervisor and assistance from other environmental program managers on objectives and program compliance in general. The incumbent evaluates military actions and facility operations for regulatory compliance to protect the interests of the agency and the Post Commander from regulatory enforcement, negative public perception or controversy. Develop plans, practices or SOPs to ensure compliance and coordination among other compliance managers. Refers to the supervisor on those matters likely to generate significant controversy or interest.
The incumbent initiates action necessary to facilitate training operations, planning, or compliance objectives within area of assignment by developing plans, practices or SOPs to ensure compliance and coordination with internal and external stakeholders. Independently develops plans to obtain objectives and initiates action on all matters in area of assignment. Refers to supervisor those matters that require formulation of policy, and discusses matters likely to generate significant controversy or interest.
PERSONAL WORK RELATIONSHIPS:
The work relationships are broad in scope and include direct contacts with Post Commander, directorate managers, supervisors, architect]engineers, contractors and operating personnel. There may also be contacts with elected officials, environmental groups, regulatory agencies and the general public. The ability to maintain favorable relationships with Federal and State regulatory agencies and with Army or Department of Defense consultants is desirable.
PHYSICAL EFFORT & WORKING CONDITIONS:
Majority of the work is in an office environment; although, the incumbent will visit other employees, soldiers and contractors around the installation to assist and advise on environmental issues. Safety procedures will be followed and personal protective equipment will be worn when exposure to hazardous and/or toxic substances may occur. Incumbent may be occasionally required to work irregular shifts, holidays or weekends.
SPECIAL REQUIREMENT:
Work is performed in a simulated warfare training environment. All personnel are required to wear MILES or other designated specialized equipment upon entry onto and in the performance of duties within the boundaries of the Camp Atterbury Joint Maneuver Training Center. Incumbents are components of the simulated urban warfare, terrorist or homeland security training operations and are expected to participate in the simulated training as long as required.
