Position Description

 
The US Army IMCOM G9 Child, Youth and School Services, Community Based Services Branch is seeking a qualified Extension youth development professional to serve as “Operation: Military Kids Project Director.” Operation: Military Kids is a partnership established in 2004 between the Army Reserve Components and the Land Grant University system to provide outreach to children and youth of Army National Guard, Army Reserve Soldiers and other geographically dispersed Army families with special focus on those deployed in Overseas Contingency Operations. US Army IMCOM G9 Child, Youth & School (CYS) Services serves as the Executive Agent for the Operation: Military Kids partnership. To date all 50 states and the District of Columbia have participated as OMK states with State 4-H Military Liaisons serving as project directors.

 
The  “OMK Project Director” will work with US Army IMCOM G9 Child and Youth Services in San Antonio, TX and maintain regular communications with all OMK-mandated partner organizations:  IMCOM G9 Child, Youth & School Services, Army National Guard, Army Reserves, Boys & Girls Club staff, Department of Defense (DoD) Office of Military Community & Family Policy (OMCFP), State 4-H Military Liaisons and OMK State Project Directors, OMK Webmaster, OMK Warehouse staff,  Operation Give – a Hug POC, United States Department of Agriculture (USDA) National Institute of Food & Agriculture (NIFA), American Legion, Military Child Education Coalition (MCEC) and schools, Child Care Aware of America, Army Youth Development Program Specialists at HQ IMCOM G9 and Regions, Youth. to implement OMK. State 4-H Military Liaisons serve as state representative to lead state teams which include military and non-military youth.

 
The “OMK Project Director” will oversee all OMK aspects per Army guidance

  1. Actively engage Department of Defense, Army National Guard, Army Reserve and other partner organizations and ensure Army selected OMK programs and educations materials are implemented. 
  2.  Oversee OMK implementation in the designated OMK states and establish participation protocol for states without OMK grants that provide OMK-type programming and support to geographically dispersed military families.
  3. Provide technical assistance to OMK state teams.
  4. Serve as Liaison to Army and OMK State Teams in collaborating with DoD, Army National Guard and Army Reserve.
  5. Prepare annual updated RFA in coordination with Army, Army National Guard and Army Reserves.
  6. Participate in annual OMK State Grant review process for OMK state Grants and DoD funded OMK Camp Grants.
  7. Participate in DoD funded OMK Camp/Location Regional Support Network (LRSN) calls and webinars and support material development.
  8. Convene OMK meetings, conference calls and webinars per Army guidance
  9. Coordinate communications with/about OMK with Army strategic communications and public affairs offices, as well as the Army National Guard, Army Reserve, partners, universities and other audiences.
  10. Provide liaison services to Army National Guard and Army Reserves for states, e.g., tracking and alerting stakeholders to staffing, organizational and POC changes.
  11. Serve on the Army Youth Development Program Management Team.
  12. Manage the OMK Tiger Team and conduct quarterly OMK Tiger-Team conference calls.
  13. Coordinate OMK training for OMK State Teams and ensuring Army National Guard and Army Reserve involvement in any planning and execution.
  14. Oversee development of all training and marketing materials for OMK.
  15. Participate in OMK-mandated partner meetings at the national level as determined by the Army.
  16. Participate in professional development trainings and conferences as determined by the Army.
  17. Conduct two (2) site visits per quarter.
  18. Provide appropriate referrals and solutions to inquiries received via the OMK website within 48 hours receipt.
  19. Prepare information for publication on the OMK and 4-H Military Partnership websites as well as other Army designated websites.
  20. Coordinate national level Speak Out for Military Kids (SOMK) trainings and materials development.
  21. Order, update, track and distribute OMK Mobile Technology Labs per Army instruction Provide quarterly communication with the Army and the OMK Warehouse staff to assess the inventory status of a variety of OMK support materials, hero pack, hero pack contents, OMK curriculum, etc., on hand and prepare bulk orders of these items from Army specified manufacturer(s).
  22. Manage OMK material requests, updating order forms, and keeping state project directors informed.
  23. Alert OMK State Project Directors to Give – a Hug Doll requests.
  24. Monitor Give –a –Hug Doll Event feedback.
  25. Conduct an OMK program evaluation and analysis annually no later than the 31st of December for the prior fiscal year.
  26. Document and publish OMK state accomplishments per Army instruction, i.e.,
·         IPR’s
·         Monthly and year-end reports by state
·         Site visit/trip reports
·         Prepare Annual National OMK Accomplishment Report no later than the 1st of February each fiscal year

 
QUALIFICATIONS

 Experience

Youth development education experience.
Experience with training for BGCA programs.
Experience with 4-H Extension programs and knowledge of 4-H
Knowledge of Extension resources (National Juried Curriculum,     Cooperative Curriculum Service, CYFERnet, NAE4-HA, BGCA, Red   Cross and other community partner agengies etc.).
Experience with program development and management.
Record of accomplishment in a collaborative educational program.
Experience with and/or understanding of Military Youth Programs.
Public Speaking experience—large groups, new youth & adult audiences.

Education

Degree in youth development, education, social and human sciences, or related area. BS required, MS preferred.

 Skills

Ability to manage a large and complex program involving many partners.

Ability to work effectively as part of a large widely dispersed partnerships (Department of Defense (DoD), IMCOM G9 HQ, State 4-H Military Liaisons, county Extension educators, Army National Guard, Army Reserves staff and youth, BGCA, MCEC, Child Care Aware of America, American Legion, veterans groups, and other community organizations.
                         
Ability to represent the OMK professionally to OMK partner agencies and to the general public.


Ability to use computer technology for program management, communication, training.

Strong communications and organizational skills.

Writing—reports, new articles, regular military communications with partners.

Basic technology literacy.

Prepare and present military-style oral and written briefings.
