POSITION: GEOGRAPHIC INFORMATION SYSTEM - GIS Coordinator (10056350, Job ID # 570929)
LOCATION: Camp Atterbury Joint Maneuver Training Center, Edinburgh, Indiana
SALARY: $1,803.00 bi-weekly; $46,878.00 annually

PURPOSE OF POSITION/SUMMARY: To create, modify and maintain Geographic Information System (GIS) data layers (SDE, PGDB, and SHP files), create maps, administer GIS applications, serve as a technical expert for GIS development, and database administrator for Spatial Database Engine for the Sustainable Range Program (SRP). The Sustainable Range Program is a division of the Directorate of Plans, Training, Mobilization, and Security (DPTMS) and is comprised of both Range Training Land Program (RTLP) and Integrated Training Area Management (ITAM). Incoming employee will serve as focal point on GIS software issues for DPTMS. Incoming GIS employee will work for the SRP division of DPTMS and will report directly to the ITAM Coordinator.
ESSENTIAL DUTIES/RESPONSIBILITIES: Maintain and update ArcSDE database; Administer SDE database; Maintain and update Personal Geodatabases and Shape Files; Develop, acquire, create, and assess GIS data; Generate (or create) maps and metadata; Assist in range planning; Use of ArcGIS extensions for military purposes; Provides GIS technical support; Apply federal regulations to metadata and database design; Use SDSFIE data standards and database design; Geo‐referencing, warping, and rubber‐sheeting aerials and other images; Support 47 SRP Data Layers.

NONESSENTIAL DUTIES/RESPONSIBILITIES: Research and understand federal regulations for GIS; Convert data formats (i.e., AutoCAD to shape file or personal GDB); Develop and maintain contacts with state geo‐spatial committees; Composes simple correspondence of a general or routine nature (i.e., memorandums, form letters, etc.); Collect GPS data and convert to GIS format
JOB REQUIREMENTS: BA/BS in Geography, GIS, Computer Science or related field is preferred; Five years of hands on GIS experience can be substituted for BA/BS; Must have experience with ArcGIS 9.2 and/or 9.3, ArcGIS Personal Geodatabase, shape file format, ArcMap, ArcCatalog, ArcToolbox, ArcEditor, and the ability to solve problems
independently; Incoming employee must take and pass military GIS and safety classes; On occasion, weekend work could be required; Incoming employee must be able to tolerate occasional travel for this position
SUPERVISORY RESPONSIBILITIES/DIRECT REPORTS: Supervisor outlines overall objectives and assignments in terms of broadly defined missions or functions; Within these broad areas of direction employee has responsibility for planning and carrying out projects; Responsible for coordinating with peer experts both within and outside organization; Incoming employee for position will independently determine most appropriate principles, practices, and methods to apply in all phases of assignments; Incoming employee for position is regarded as technical authority in designing, developing, and implementing GIS systems; Incoming employee will be a part of DPTMS and will report directly to ITAM Coordinator; This employee must be able to work with military, state and government contract employees
DIFFICULTY OF WORK: Work consists of examining processes and operations to determine the feasibility of developing new, or upgrading, data layers; Will use complex software to create data layers and SDZs; Will create and implement solutions to complex problems
RESPONSIBILITY: Knowledge of overall GIS systems; Software methods for integrating data; GIS, database, and application development concepts; Guidance to co‐workers in resolving computer and/or software problems; Knowledge of current and upcoming GIS system software technology, and related/necessary computer equipment sufficient for GIS software; Evaluate code, test and debug programs; Ability to develop software modifications; Occasional travel to GIS and SRP workshops and conferences will be mandatory, Knowledge of pertinent government regulations; Incoming employee must be able obtain and maintain security clearance, a government CAC card, and a military driver’s license
PERSONAL WORK RELATIONSHIPS: In addition to contacts within the agency, contacts with military personnel both on and off CAJMTC, public agencies, civilian agencies, computer personnel, GIS users, GIS equipment/software vendors will be necessary for the successful performance of this job; Utilizes all necessary contacts to obtain information and training on the latest software and to acquire new data
PHYSICAL EFFORT: Very low strenuous physical effort will be needed
WORKING CONDITIONS: Most work will be performed at a desk and/or computer; Infrequent work outside in heavily wooded areas will be necessary when collecting GPS data; While collecting GPS data employee could be exposed to snakes, varmints, rough terrain, and at times could be near live fire ranges and unexploded ordinance
