Muncie Railroad firm needs 70 Welders**

In an article in the Indianapolis Star, Progress Rail Services, the Alabama-based division of Caterpillar, has posted openings for welders and other positions. At this moment, there are 70 welder positions to be filled immediately. The jobs are listed on WorkOne’s website at www.indianacareerconnect.com . The company plans to begin production at the former Westinghouse/ABB facility by the third quarter of 2011. The welders who are hired will go through a three-week course taught by Ivy Tech Community College and paid for by WorkOne, to acquaint them with welding techniques necessary for Progress Rail products. The welding jobs pay $12 to $14 an hour. Other jobs to be filled in the coming weeks include assemblers and leadership positions.

Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at-risk youth to produce program graduates with the values, skills, education and self-discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.

Team Leaders are assigned to a Team of Cadets, whom they work with the majority of their shifts. The Team Leader is the direct supervisor of the Cadets and is primarily responsible for Cadet accountability, discipline and safety; enforcement of Academy rules and policies; instruction of drill and ceremony; physical-fitness training; movement of Cadets according to the training schedule; completing administrative reports; and, providing assistance in tutoring of academics.

Acting as a positive role model Team Leaders also play an important role in ensuring cadet completion of the 8-core objectives, (Academic Excellence, Physical Fitness, Job Skills, Leadership/Followership, Responsible Citizenship, Service to Community, Health & Hygiene, and Life Coping Skills). Teaching the Cadets life-skills through: positive mentoring; leading by example; providing counseling; teaching basic social skills; enforcing standards; helping to build self-confidence and problem solving abilities; developing leadership and teamwork skills; and, providing instruction/facilitation of Challenge tasks.

Essential Duties/Responsibilities:
• Ensure Cadets are under constant adult supervision at all times; Ensure accountability and maximum participation of Cadets in activities and classes designated on the training schedule are accomplished; Participate in and monitor class activities; Monitor and supervise Cadets during scheduled visitations by parents, guardians, and mentors;
• Evaluate and record efforts of Cadets to determine if they accomplish the goals and objectives of the program and successfully pass the program’s eight core components i.e. citizenship, academic excellence, life-coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance-based coaching.
• Monitor and conduct performance based counseling on assigned Cadets for appropriate and inappropriate behavior by observing, correcting, and reporting; Investigate serious infractions of policy and procedures by Cadets, determine proper consequence, and administer disciplinary actions for unacceptable and inappropriate behavior; Reward Cadets for positive and appropriate performance and behavior;
• Observe and evaluate attitude and physical and mental well-being of Cadets; recommend further evaluation when appropriate. Provide limited first line counseling to reduce friction, improve morale and maintain continuity:
• Prepare and teach classes to Cadets on rules and procedures of the program; Prepare and teach outdoor skills/experience education classes utilizing classroom presentations, instructor demonstrations, and student participation; Classes may include knot tying, map reading, land navigation, water safety, rappelling, campsite selection, backpacking, personal and group sanitation, etc.: Prepare and teach American Red Cross Basic First Aid and CPR;
• Teach, demonstrate, supervise, and evaluate Cadets’ performance during daily physical fitness training, drill and ceremonies, and during community involvement activities and community service projects; Select and assign Cadets to leadership positions, evaluate and counsel on leadership performance and potential;
• Keep the Chain of Command and fellow Team Leaders informed of all important matters;


• Transport Cadets between locations, i.e. formations, physical training areas, classrooms and to community service programs, cooperative work experience sites, and other authorized off-site locations making certain Cadets are accounted for and remain at their assigned site, reporting all issues pertaining to Cadets at job sites; Provide Cadets opportunity to attend religious service on Sundays; Transport Cadets for medical treatment, as needed:
• Maintain safe operation of assigned vehicles and all equipment to prescribed standards. Report deficiencies, losses, damage, misuse or abuse from any assigned staff and Cadets;
• Ensure that Cadet barracks, common areas and living conditions are properly maintained in accordance with established standards: Secure and control of the use of assigned Cadet residential quarters, report facility deficiencies, hold residents accountable for misuse and abuse of the facility;
• Engage with Cadets one-on-one to assess how the Cadet is responding to training and living situation; Analyze and evaluate their progress and development and complete written and/or verbal reports as required;
• Conduct risk management of classes and extra curricular activities to insure they are conducted within established safety parameters;
• Attend and participate in required professional development training to maintain program proficiency and certifications including Cadre Training (physical fitness training, drill and ceremony, procedures and protocol, and professionalism), American Red Cross First Aid and CPR Basic and Instructor courses, crisis intervention and prevention, medical training, drug and alcohol use and abuse, ethics, workplace harassment and other training as deemed appropriate;

Job Requirements:
• High school diploma or equivalent.
• Military service experience (2-3 Years in leadership positions); Or, graduation from an accredited two or four-year college or university with major coursework in Criminal Justice or a related field; Work experience in individual or group counseling; Experience working with high school aged at-risk and/or special needs youth preferred; Work experience, paid or volunteer, teaching or coaching group activities for youth ages 16 -18;
• Commercial Driver’s License (CDL) will be required within first 90 days of employment.
• Minimum age of 21.
• First Aid and CPR certification required or ability to obtain such certification.
• Strong communication, supervisory, interpersonal and organizational skills. Must be detail oriented.
• Ability to analyze and evaluate the progress and development of assigned cadets and present verbal and written reports.
• Ability to enforce disciplinary, safety and security measures.
• Familiarity with basic military style training and ability to enforce disciplinary, safety and security measures.
• Working knowledge required for Microsoft Outlook and Microsoft Access to navigate through the training database. Knowledge and ability to use Microsoft Word necessary.
• Some knowledge of adolescent development, human behavior and team dynamics.
• Ability to teach adolescents leadership, teamwork, service to community, health, hygiene, physical training, first aid and CPR, and outdoor skills.
• Ability to read and comprehend policies, procedures, manuals and other written material and to follow oral and written instruction.
• Ability to promote socially acceptable attitudes and behaviors, use tact, recognize that value systems may vary, treat individuals with respect and consideration, reason logically and arrive at sound conclusions.
• Ability to gain trust and establish effective mentoring relationships with at-risk youth.

• Ability to make sound decisions and remain calm under stressful circumstances.
• Ability to perform work outdoors and withstand inclement weather and other environmental conditions.
• Ability to physically perform the essential duties of the job. This includes conducting and performing rigorous physical fitness training, to include hiking with a backpack over rough terrain, running from one mile up to five miles, and demonstrating a variety of physical fitness exercise routines, such as push ups, sit ups, etc.
• Ability to operate a commercial motor vehicle (44 passenger bus).
• Ability to work a flexible schedule.
• Must provide proof of annual tuberculosis test with negative results.
• Must pass an annual physical fitness test.

Supervisory Responsibilities/Direct Reports:
The incumbent reports to the Senior Team Leader/Shift Supervisor. Incumbent is responsible for immediate oversight, direct control, supervision, accountability, health, welfare, safety, and esprit-de-corps of the Cadets enrolled at the Academy.

Difficulty of Work:
Incumbent works with diverse at-risk youths who may lack social, emotional and educational skills that are not consistent with their age and requires on-the-spot decision-making when coping with one or more disorderly or irate Cadets.
Responsibility:
Incumbent works under general supervision performing duties under general supervision following Academy Standard Operation Procedures (SOPs), guidance, policies and any special orders. The incumbent contributes to the success of the Cadets by acting as a positive role model instilling discipline, training, teaching, counseling, and evaluating Cadets on citizenship, academic excellence, life-coping skills, service to community, health and hygiene, skills training, leadership/followership, physical training, and provide performance-based coaching. Must make quick decisions in emergency situations. Unusual problems or situations are referred to the supervisors for guidance. Consequence of error is usually moderate; however, situations exist for consequences of error to be disastrous. The inability to quickly and appropriately bring cadets under control in a disorderly situation may lead to an adverse effect on the future operations and growth of the Academy.

Personal Work Relationships:
Relationships are primarily with Cadets and Academy staff and other military personnel. The incumbent has frequent contact with the public and personnel from community service and conservation programs when escorting Cadets to outside communities for supervised work experiences. Occasionally the incumbent may come into contact with Cadet parents/guardians.

Physical Effort:
Must be physically capable of conducting rigorous physical fitness training, to include hiking with a backpack over rough terrain, running from one mile up to five miles, and performing and demonstrating a variety of exercise routines, such as push ups, sit ups, etc.

A high level of physical fitness is required as demonstrated by passing a physical fitness test. The following is a list of the minimum standard levels of fitness in all evaluated events.

Working Conditions:
Team Leaders work a nonstandard workweek (which may require rotation between day, evening and graveyard shift, and may include weekends and holidays). Work is frequently outdoors subject to inclement weather and other environmental conditions.

Duties and Responsibilities
 Plan/Support/Implement events, training, briefings, and activities that support Service Members and their Families throughout the deployment cycle.
 Collaborate with staff responsible for providing training, information, and resources to Service Members and their Families.

 Gain a working knowledge of all benefits and resources available to Service Members and their Families in order to refer them directly to specific resources or direct them to an agency that can provide appropriate services.
 Use Tracking Tools to track major activities relating to YRP requirements.
 Provide Yellow Ribbon Program coordination and assistance to units, Soldiers, and their Families as directed by their Level II and State POC.
 Provide Level II and Assistant Program Managers with assistance in ensuring accuracy and timeliness standards for reporting requirements within their State for inclusion in the nationwide report.
 Collaborate with the Transition Assistance Advisors (TAA) who will be able to direct YRSS to the pertinent service agency’s staff in order to gain a specific understanding of benefits available to Service Members and their Families.
 Provide necessary assistance to units and/or individuals to ensure accomplishment of all Deployment Cycle Support tasks during the deployment cycle, including coordinating reception activities, briefings, training, and spouse/Family education.
 Assist in the development and implementation of the Reintegration Program within the parameters set by the POC.
 Be the subject matter expert and when requested, conduct all required briefings during each phase of the deployment cycle. Deployment Cycle briefs can include: Pre-deployment, Deployment, Reunion, Reintegration, USPFO (Pay), Tri-Care (Benefits), Single Soldier specific information, Legal (Wills and Powers of Attorney), Child and Youth, Child Care, Stress, Financial Management, Red Cross, Military OneSource, Public Affairs and ESGR.
 Serve as a conduit for command information and coordination pertaining to Yellow Ribbon throughout the command. The level I with guidance from Level II
YRSS and/or the State/Territory/District POC, may refer Service Members and their Families to the proper agencies.
 Coordinate with the State/Territory/District Employer Support of Guard and Reserve point of contact on any employer issues related to Soldiers and/or their Family members within your command. Provide information to command leadership and follow-up as required.
 With command guidance, develop the Commander’s Reunion and Reintegration communication plan. Track using the Issue Management Tab of the Quality Assurance Report depending on the concern.
 Maintain a professional email account and respond to inquires in a timely manner. Your account will be on your State/Territory system and is usually an AKO (Army Knowledge Online) account. You should have a signature block following company guidelines that identifies you as a contractor for the Yellow Ribbon program.
 Submit and receive approval from the Level II and APMs for any travel requests in advance.
Qualifications
 Level I positions are an entry level position and must possess basic knowledge, experience, and skills in the areas of military personnel, human resources, and Family programs as well as an understanding of the ARNG. Level I positions are for personnel with less than two (2) years experience working with ARNG Families (This experience can be a combination of volunteer service or paid work).
 Must demonstrate a working knowledge of military wellbeing programs, Yellow Ribbon (Reunion / Reintegration) programs, and the deployment support cycle requirements.
 Must possess broad based knowledge, experience, and skills in the areas of military personnel, human resources, and Family programs as well as understanding of the Army National Guard.
 Must be a self-starter and require minimum oversight.

OVERVIEW:
The Truck/Tractor-Trailer Driver ensures that all logistics needs are met for mobilization and demobilization units at Camp Atterbury. This position operates a variety of heavy military and civilian vehicles. This position drives fuel or water tank trucks, semi-tractor trailers, heavy troop transports, box trucks, and passenger buses. The Truck/Tractor-Trailer Driver drives a tractor-trailer combination or a truck with a capacity of at least 26,000 Gross Vehicle Weight (GVW), to transport and deliver goods, personnel or materials in liquid, loose, or packaged form. The incumbent will be required to unload trucks. This position may require operating automated routing equipment.
ESSENTIAL DUTIES:
An “over-the-road” driver regularly drives a truck over such a distance that the worker does not return to the departure point in the same workday. This position drives trucks to transport materials, merchandise, equipment, or workers between various types of establishments.
This driver may also load or unload truck with or without assistance. This position performs preventive maintenance checks and services to prevent mission failures, make minor mechanical repairs, and keep truck in good working order. This incumbent ensures missions are completed and deadlines are met in a timely fashion.
Minimum Required Skills, Education, Experience, & Abilities:
 High School Diploma.
 Two years “over-the-road” Truck Driving/Tractor Driving experience.
 Must have a valid driver’s license with a clean driving record, no more than two speeding tickets in the last year.
 Class A CDL with Public Passenger Endorsement.

7 Tips for Successful Federal Interviews
So how can you best prepare for them? First realize that most federal agencies use a behavior-based interview style. This form of interviewing relies on the premise that past performance is the best indicator of future behavior. During the interview, you will be asked to speak about specific instances when you demonstrated particular behaviors or skills that are key to performing your desired job. Then, you will be graded on your responses. Although these interviews can be stressful, practice and preparation can pay off.
Here are seven ways to prepare:
1. Ask About the Interview Before the Interview
The human resources specialist who sets up your job interview will probably give you information in advance. Just in case, ask questions about the interview: How long will the interview be? What is the interview format? Will the interview be with one person or a panel? Who will be on the panel? Will the interview be in person or by phone?
2. Find the Vacancy Announcement and Study the Job Duties
Analyze the duties carefully and create a cheat sheet of the top skills necessary for the job. The interview questions will probably be based on the skills and competencies listed for the target position. For example, the duties section for an administrative officer announcement could state:
Performs tasks in the administrative management of the organization. This may include interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements, and/or providing advice to management on related issues.
So possible structured behavior-based interviews questions could be:
Can you give me an example of a time when you interpreted administrative policies, developed organizational policies and defined administrative requirements?
Please give an example of a time when you provided advice to management concerning administrative policies and procedures?
3. Find Your KSA/Essay Narratives and Resume
Use these documents as references to prepare a list of accomplishments and projects to use as examples in the interview. Write your projects and accomplishments on separate pieces of paper, and practice summarizing and talking about them. Memorize the examples and be ready to speak with fluency and confidence.
4. Know the Position's (and Your Own) Core Competencies
Core competencies are different from skills; they are sometimes referred to as soft skills. Basically, each core competency demonstrates your ability to combine skills and apply them to unique scenarios.
For example, you may receive a question that asks how you solve management problems or how you inspire others to persevere on a difficult assignment. You can prepare for core competency questions by understanding the nuances of the prospective job. In addition, be ready for a question that relates to working effectively in a tense climate, crisis or stressful situation. Government agencies are under significant pressure to perform services with decreasing budgets and a changing workforce. Be ready to talk about your flexibility and ability to work through change.
5. Learn About the Agency
Study and memorize the agency's vision, mission and strategy for the future and recent initiatives. Be ready to talk about future challenges, change, growth and how you can contribute.
6. Cultivate a Message
Be prepared to provide a brief summary of whom you are and your career goals. Federal interviews often give you the opportunity to provide a brief introduction. This message can include your overall mission, top-level skills and interests. What are you dedicated to? What are your most significant skills? Be ready share your message at the beginning or end of the interview.
Practice, Practice, Practice
Practicing with a video or audio recorder is extremely helpful. The best answers include examples that are compelling, succinct, on-target and spoken with interest and some enthusiasm. This takes practice. When speaking, don't hesitate to lean forward. A senior manager at the Defense Logistics Agency once claimed he never hires anyone who is not leaning forward. Check your posture at a table and lean forward to demonstrate interest in the position.
Don't be afraid to convey that you want the job or that you consider yourself an excellent candidate and believe in the agency's mission. Federal hiring managers would like to hire people who want the job and who will be dedicated to its customers and goals.

Purpose of Position/Summary:
The mission of the Hoosier Youth ChalleNGe Academy (HYCA) is to intervene in and reclaim the lives of at-risk youth to produce program graduates with the values, skills, education and self-discipline necessary to succeed as adults. This program provides military based training, including supervised work experience in community service and conservation programs, to civilian youth who cease to attend secondary school before graduating so as to improve their life skills and employment potential.
This position is responsible for effective post residential management to ensure successful mentoring relationships in the Hoosier Youth ChalleNGe Academy. Post Residential management in Challenge is defined as the oversight practices employed by the program that lead to active mentor matches and successful cadet placement throughout the twelve months of the Post-Residential Phase. Effective post residential management is the key to ensuring successful mentoring relationships. Successful mentoring relationships lead to successful transitions into positive placement activities in the Post-Residential Phase which produce both qualitative and quantitative positive long-term results.

Essential Duties/Responsibilities:
• Organizes and executes a successful mentoring program to ensure the Cadets meet their long term goals;
• Ensures monthly contact between mentor and Cadet is being maintained; Monthly contact is defined as receipt
assigned area;
• Coordinates factors leading to the Cadet’s successful completion of their long term goals;
• Assist in Development and Implementing the mentoring plan, program brochures, presentations/media, and other materials;
• Assists in preparing and presenting presentations to school districts, community organizations, juvenile justices, civic groups, employers, etc.;
• Ensures appropriate student data is entered into the Data Management and Reporting System (DMARS):
• Coordinate background/criminal checks on potential mentor applicants in coordination with program requirements;
• Assists in training and matching volunteer adult mentors with their Mentees through the residential phase so as to begin the communication about the Cadet’s future plans;
• Assists in the Cadet’s development of their Post-Residential Action Plan (P-RAP) providing copies to the Mentors encouraging them to utilize the document as they interact with Cadets during the Post-Residential Phase;
• Monitors the Cadet/Mentor relationships in residential phase;
• Performs all necessary administrative functions, including, but not limited to: filing, storage and transport of records, opening and responding to mail, providing information and forms to applicants and the general community.

Job Requirements:
• Three (3) years full-time experience in program coordination, development, implementation, or related experience. Substitution: Accredited college training may substitute for the required experience on a year for year basis.
• Work experience, case management and/or volunteer management experience;
• Working knowledge of the Youth ChalleNGe Program and all applicable regulations, policies and procedures;
• Strong computer skills and experience with data based programs;
• Ability to effectively communicate orally and in writing, tactfully and persuasively, with diverse individuals and groups;
• Ability to monitor and support the mentors and cadets that includes contacting at least 80% of the mentors and cadets on a monthly basis;
• Strong organizational skills;
• Ability to speak before professional and lay groups as well as economically and educationally disadvantaged groups regarding the Hoosier Youth ChalleNGe Academy;
• Ability to work with emotional at-risk teenagers and unstable families;
• Considerable knowledge of computers and the use of basic software programs such as Microsoft Office and web based programs such as DMARS;
• Working knowledge in maintaining up-to-date post residential files for each mentoring relationship;
• Ability to organize and work independently on multiple tasks under pressure;
• Must have a valid Indiana Driver’s License.

Difficulty of Work:
The job requires varied tasks, many of which are not standardized and require understanding and the application of appropriate Academy policies and procedures. Work is performed in a very busy and changing environment.

Responsibility:
Work is normally unsupervised and accepted without review. Tact and sound judgment must be exercised in managing the flow of work through R/P/M Coordinator’s office. Consequence of error is usually moderate; however, situations exist for consequences of error to be adverse. The failure to apply the appropriate regulation in performance of duties or to coordinate with appropriate personnel could cause an adverse effect on the operations of the Academy. It may also cause embarrassment to the Academy and/or the Military Department of Indiana. Exercise independent judgment following brief and general instructions. Extreme confidentiality of records and activities must be maintained. Exercise final responsibility for the accuracy and form of assigned tasks. Authority exists for recommending changes in office procedures used and purchases of office equipment, material formats, and composition of records. Authority exists to initiate and carry out details of assigned tasks.
Personal Work Relationships:
Personal work relationships are direct contact with Cadets and their Mentors, with the Academy staff, the public and Military Department of Indiana. Contacts are for the purpose of relaying and giving information, screening business problems, interpreting departmental policies, obtaining assistance on significant matters by explaining needs as requested by R/P/M Coordinator. These contacts have a major role in the development and accomplishment of the program goals.

Physical Effort:
Work is sedentary, but may require extensive driving throughout the assigned region. Occasional lifting up to 20-pounds of recruitment materials and equipment.

Working Conditions:
Incumbent may travel extensively to make necessary contacts. Work will require frequent evening, weekend and/or holiday work. Flex hours will be considered. Positions will work an Alternate work schedule with hours from 12:00 – 8:00 PM. Position Title: Order Selector Department: Warehouse

Job Closing: December 10, 2010


Reinhart FoodService, an industry leader in wholesale food distribution, has immediate openings for warehouse order selectors.



Position Summary: As an order selector, you will be responsible for accurately selecting, loading and palletizing customer orders to ready them for transport.



Education/Experience Required:

¨ High School diploma or equivalency required

¨ Minimum of one year experience in warehouse distribution or
material handling equipment required

¨ Applicant must pass a pre-employment drug screening, Workwell
screening and background check including employment history, and criminal background check

¨ Ability to perform repetitive, heavy lifting of product weighing
25-50 pounds frequently, 80 pounds occasionally, from all life positions (floor level to 6 feet)

¨ Manual agility required for selecting and palletizing product.
This includes frequent bending, reaching, push/pulling and grasping of product

¨ Ability to work in temperature fluctuations in cooler and freezer




Essential Functions: (Include but not limited to)

¨ Read numbers and letters on storage racks, customer order and
computer tags

¨ Operate a pallet truck and/or high-rise forklift while standing,
operating foot and hand controls

¨ Select product from storage racks and palletize for delivery

¨ Stage and shrink-wrap palletized product on dock for loading onto
trucks

¨ Participate in general housekeeping duties
