Census Bureau Hiring

The U.S. Census Bureau will see a short-term boost in its work force soon as the agency will attempt to hire hundreds of thousands of census takers to help disseminate the 2010 census. What's more, the bureau expects to fill each and every position.

The bureau wants to hire thousands of part-time census takers to go door-to-door to locate households and conduct brief interviews with residents.

Results from these once-a-decade interviews help determine the demographics of the area and how federal funds are spent in that community. For example, the data used from the Census Bureau helps determine if a community needs improved roads, schools, housing or public safety.

When the bureau put the word out that it was hiring, out of work job seekers flooded the agency with applications. And, the response to open positions was so overwhelming that the bureau suspended its ad campaign for the temporary positions.

"What we're seeing now is blowing our socks off….we're seeing a huge response to very little media," said Wendy Button, the decennial recruiting chief for the Census Bureau in a Wall Street Journal report.

"We are in a strange way, the beneficiary of the recession," added Census Director Robert Groves in the report.

These temporary jobs may seem attractive to unemployed workers because they offer good pay, ($10 – $20 an hour) flexible hours, paid training, and reimbursement for authorized work-related expenses, such as mileage repayment. And, the census taker positions, which can last several weeks, allow the workers to stay close to home and work within their own communities.

Census takers must be able to speak English; however, bilingual applicants are needed in communities with a large number of residents that speak other languages.

The bureau will determine the final number of new hires needed after the census forms-which are mailed to all U.S. residents - are returned.

In fact, the state of California projects that it will hire about 110,000 census takers between January and June, and Michigan plans to hire 23,000, according to the Wall Street Journal.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

•Assists with program design recommendations to military installations to strengthen Financial Readiness courses, service delivery, program development, resource development, needs assessment, etc.

•Appraises the individual military service member's personal financial condition, and applies independent judgment to recommend program alternatives and resource availability.

•Conducts requested training on financial planning for family separation, short notice deployments, permanent change of station, transition from the military, etc.

•Assists with the development and monitoring of a network of accredited, contracted Financial Counselors; trains, coaches and develops military spouses to become accredited Financial Counselors.

•Establishes network or financial counseling resources for military service members and their families.

•Performs outreach and coordination with other organizations, such as National Military Family.

•May schedule, distribute work to, and manage / track activities of contracting counselors, providing training on military lifestyles, issues and resources. Reports activities and metrics to management.

•Coaches and develops military service members to improve financial record keeping, create and/or maintain a personal budget and a financial plan to achieve solvency and financial stability.

Qualifications REQUIREMENTS: Education: Bachelor's Degree or an equivalent combination of education and experience

Certification/License: Certification as an Accredited Financial Counselor, Chartered Financial Consultant, or Certified Financial Planner preferred.

Experience: Three years Financial Counseling and/or budget/credit analysis and counseling experience Expertise in military deployment, reintegration, pre-retirement, and/or separation from service planning, including Survivor Benefit Plans, SGLI/VGLI conversion, retired pay projections, healthcare/TRICARE, veteran benefits, tax treatments, retirement and estate planning, etc.

Knowledge, Skills & Abilities:

•Strong written/verbal communication, financial assessment, advocacy and crisis response skills, applied within established guidelines of programs

•Proven ability to make sound decisions on financial health and produce/deliver financial education and counseling programs to meet client's needs

•Working knowledge of military, state, federal, and local resources available to military service members for improving financial health

•Sensitivity and empathy for Service members and their family members; ability to work effectively with individuals from diverse racial, ethnic, and socioeconomic backgrounds

•Ability to intervene in crisis situations - quickly and independently discerning financial interventions required - using sound analysis, professional judgment, ethical practice, and common sense

•Ability to work credibly and collaboratively with and to influence military and civilian medical, social service, law enforcement, and legal personnel on behalf of Service members and family members

•Maintain a valid, unrestricted motor vehicle license, and must be physically able to perform all contractual duties

•Demonstrated experience in utilizing information systems / MS Office suite applications

Indiana Family Assistance Center (FAC) Specialist
*Provide Family Assistance for the Total Army and Air National Guard and all deployed service members and their families in accordance with DoDI Number 1342.23, Family Readiness in the National Guard and Reserve Components, AR 600-20, Army Command Policy and FORSCOM Regulation 500-3, FORSCOM Mobilization and Deployment Planning. Serve as a liaison between the chain of command and the chain of concern, providing assistance to families in preparing for and coping with all aspects of mobilization.

*Assist in providing information, referral, outreach, and support services to military members and their families for all services and components per FORSCOM guidelines. The standard expectation for response to family member issues shall be 24hrs with a resolution or follow-up contact.

*Assist the Lead FAC in providing guidance and in gathering, collating, maintaining and disseminating information to families. This will include distributions made at FRG meetings, mobilization and demobilization briefings, providing resources to families and service members related to family / life issues and concerns.

*Develop and maintain with approval from the State Family Program Director, a schedule of events, reunion and deployment briefings, or other events.

*Provide supported families with pertinent information related to deployment and redeployment, including but not limited to National Guard Bureau materials, information regarding Tricare, Military One Source, Marriage Enrichment Seminar and any other applicable information.

*Provide assistance to military families in their designated FAC and in other locations as needed. Assistance on pay & financial issues, military medical benefits, legal issues, ID cards & Defense Enrollment Eligibility Reporting System enrollment, Employer Support to the Guard & Reserve (ESGR), accessing military dependent benefits and services from local installations, and a wide variety of other family-related deployment issues. This list is not all-inclusive, and all family problems and concerns of service members will be effectively and appropriately addressed.

*Establish and maintain contact with each deployed Guard member’s family or Point of Contact (POC) to offer assistance and determine any issues or concerns that the family may have. Encourage the support of volunteers and unit members to provide monthly contact and maintain a database that documents the family information and the monthly contact.

*Establish positive working relationships with state and local military, government, and civilian agencies and offices, social service agencies, community services, businesses, and civic organizations that may be able to provide support and services to Guard members and families. Develop and maintain a directory to include the full name of the resource, POC, complete address, telephone number, and description of the services provided. Lists will be updated and maintained at the FAC. *Maintain contact with the Unit Family Program Military POC and Commander regarding Family Assistance issues and operations.

*Coordinate with the Unit Commander and the specific facility POC to plan for sufficient office space and support equipment and supplies, such as telephones, computers, facsimile machines, copiers, postage, etc., to support the center mission. Ensure that equipment safety and security requirements are met. A prior arrangement with the Director of Information Management (DOIM) for all communication requirements is essential.

*Coordinate financial assistance from military, governmental and civilian (community) organizations as needed to assist military families experiencing financial hardships. This includes referral to appropriate offices, agencies and organizations.

*Familiar with and maintain access to all regulations and guidance thhat are applicable to the operation of the FAC, particularly those that pertain to assisting families.

Attend all FAC training by National Guard Bureau, the State Family Program Director or the Contract agency.

*Provide the briefings and information packets to Soldiers and family members for the following:
Mobilization requirements: Mobilization, De-Mobilization and Post Mobilization. Upon mobilization: Soldier Readiness Processing for Mobilization.
Family mobilization briefing Upon de-mobilization: Reverse processing on redeployment.
Provide family reunion briefings
Post mobilization: At three months a family & soldier reunification briefing, or Seamless Transition Event.

*Provide administrative support services.

*Complete intake sheets or utilize the Guard Family Management System and maintain logs on all cases received by the FAC. Responsible for complete and thorough follow-up on all problems noted on all Intake Sheets at the FAC.

*Compose routing correspondence, including e-mail; and completing correspondence in the correct format. Completing and forwarding, on time, all required FAC reports in the correct format.

*Receive FAC visitors and notify visitors and participants of relevant information, meetings and events.

*Comply with verbal or written guidance of the State Family Program Office regarding the operations of the FACs and the activities of the Contract Employees in support of these operations.

*Secure and safeguard all government property, including documents that are provided for or created by the operations of the FAC. It is understood that all records, documents and resources utilized in the FAC and by the FAC Supervisor are for official government use only, and will remain government property on termination of the contract.

*Respond to and effectively handle time-sensitive calls as they are received, to include during off-hours. *Ensure that coordination is made with the State Family Program Director in advance of any and all communication with any element of the civilian media. The FAC Specialist will provide no statements or documents to the media unless authorized by the appropriate State National Guard Public Affairs Office and the State Family Program Office.

*The FAC Specialist will be required to complete all FAC records, reports, logs and communications records. These will be consolidated and forward to the State Family Program Office as scheduled by the State Family Program Director. All deliverables must meet required professional and technical standards.

*Maintain office files to include, daily reports, and other documents as necessary. Revise, purge, and maintain various filing systems in the office.

*Maintain access for all regulations and guidance that is applicable to the operation of the FAC, particularly those that pertain to assisting families.

The site, http://www.dhs.gov/veterans , also serves as a resource for veterans organizations to learn about the department's veteran outreach initiatives.

"This new Web site reflects the shared commitment across the department to hiring American veterans," Homeland Security Secretary Janet Napolitano said.
"Veterans play a vital role in the Department of Homeland Security's mission to protect the nation, and this Web site will help us build our veteran work force to more than 50,000 department wide by 2012."

Provide Soldier and Family Support Services including direct day-to-day support to for the planning and execution of the Yellow Ribbon Program.



Duties and Responsibilities

* Plan/Support/Implement events, training, briefings, and activities
that support Service Members and their Families throughout the deployment cycle.
* Collaborate with staff responsible for providing training,
information, and resources to Service Members and their Families.
* Communicate with military leadership as directed and necessary.
* If required by State/Territory POC, respond to inquiries from units,
Service Members, and their Families to ensure that they have access to all available events, briefings, trainings, and activities related to the Reintegration Program.
* Gain a working knowledge of all benefits and resources available to
Service Members and their Families in order to refer them directly to specific resources or direct them to an agency that can provide appropriate services.
* Use Tracking Tools to track major activities relating to YRP
requirements.
* Provide Yellow Ribbon Program coordination and assistance to units,
Soldiers, and their Families as directed by their Level II and State POC.
* Provide Level II and Assistant Program Managers with assistance in
ensuring accuracy and timeliness standards for reporting requirements within their State for inclusion in the nationwide report.
* Collaborate with the Transition Assistance Advisors (TAA) who will
be
able to direct YRSS to the pertinent service agency's staff in order to gain a specific understanding of benefits available to Service Members and their Families.
* Provide necessary assistance to units and/or individuals to ensure
accomplishment of all Deployment Cycle Support tasks during the deployment cycle, including coordinating reception activities, briefings, training, and spouse/Family education.
* Assist in the development and implementation of the Reintegration
Program within the parameters set by the POC.
* Be the subject matter expert and when requested, conduct all
required
briefings during each phase of the deployment cycle. Deployment Cycle briefs can include: Pre-deployment, Deployment, Reunion, Reintegration, USPFO (Pay), Tri-Care (Benefits), Single Soldier specific information, Legal (Wills and Powers of Attorney), Child and Youth, Child Care, Stress, Financial Management, Red Cross, Military OneSource, Public Affairs and ESGR.
* Serve as a conduit for command information and coordination
pertaining to Yellow Ribbon throughout the command. The level I with guidance from Level II YRSS and/or the State/Territory/District POC, may refer Service Members and their Families to the proper agencies.
* Coordinate with the State/Territory/District Employer Support of
Guard and Reserve point of contact on any employer issues related to Soldiers and/or their Family members within your command. Provide information to command leadership and follow-up as required.
* With command guidance, develop the Commander's Reunion and
Reintegration communication plan. Track using the Issue Management Tab of the Quality Assurance Report depending on the concern.
* Maintain a professional email account and respond to inquires in a
timely manner. Your account will be on your State/Territory system and is usually an AKO (Army Knowledge Online) account. You should have a signature block following company guidelines that identifies you as a contractor for the Yellow Ribbon program.
* Submit and receive approval from the Level II and APMs for any
travel
requests in advance.



Qualifications

* Level I positions are an entry level position and must possess basic
knowledge, experience, and skills in the areas of military personnel, human resources, and Family programs as well as an understanding of the ARNG.
Level I positions are for personnel with less than two (2) years experience working with ARNG Families (This experience can be a combination of volunteer service or paid work).
* Must demonstrate a working knowledge of military wellbeing programs,
Yellow Ribbon (Reunion / Reintegration) programs, and the deployment support cycle requirements.
* Must possess broad based knowledge, experience, and skills in the
areas of military personnel, human resources, and Family programs as well as understanding of the Army National Guard.
* Must be a self-starter and require minimum oversight.
* Must be computer literate and proficient in preparing Microsoft
Word,
Excel, and develop PowerPoint briefings as directed.
* Contractors must have the ability to gather information, make
recommendations for program improvement, synthesize information, and provide communication (orally and written) to disseminate information throughout the command.

The Veterans Green Jobs Academy

The first Home Energy Auditor Training (HEAT) will begin this spring, and more programs will start later this year in the summer and fall.

Eight to ten states are expected to open their own programs in 2010 and possibly more in the coming year. They are also partnering with a non-residential program where focusing on outdoor conservation and restoration is already transforming both people's lives and land.

Yellow Ribbon Support Staff

The Air National Guard (ANG) Deployment Cycle Support (DCS) and Yellow Ribbon Support Staff Contract provides a delivery structure that ensures ANG military members and their Families have an optimal continuum of care through the DCS process (before, during and after deployment) in consonance with the ANG's developing Yellow Ribbon Program. In coordination with NGB-J1, JFHQ-State, and the State Leadership, the ANG Yellow Ribbon contract support staff will provide day-to-day liaison and continuity for operations, programs, and initiatives. and/or documentation through training unit channels to the DARNG. The PTAE
OIC supervises via the Command and Control Cell and Training Assistors (TAs)
and remains appraised of unit training plans, events, locations and provides
training completion data to the TAG.

13. QUALIFICATIONS:
a. Articulate 1st Army pre-mob training guidance and changes
b. Flexibility to work with JFHQ Directorates, MSCs,1st Army TSB and
NGB Training Certification Branch
c. Must have valid SECRET or interim SECRET Security Clearance
d. Passing APFT (within 12-months)
e. Meet requirements of AR 600-9, Army Weight Control Program
f. Not currently in key M-Day leadership position (Commander, 1SG, etc.)
g. Ability to perform Temporary Duty in CONUS and OCONUS locations.

Position Announcement Administrative Assistant ESGR Program

Military Personnel Services Corp (MPSC) is seeking individuals to serve as Administrative Specialist for the Employer Support for Guard and Reserve (ESGR) program. These are civilian contract positions that are to serve as an admin assistant to the State Committee of the ESGR program. This position is to also assist the Program Support Specialist/Executive Director, State Chair, and Committee with operational activities, financial management, training, logistical and administrative support. The position is co-located with PSS and the PSS + to support State Chair unless another location is mutually desired by the State Chair, ESGR Committee and the TAG.

Major duties include:

1) Monitor the website and input timely data entries as required.
2) Provide assistance in developing a State ESGR training program.
3) Assists with the formulation of budget requirement supporting State ESGR programs.
4) Assists with monitoring the Employer Recognition and Statement of Support program.
5) Assists in managing the Military Unit Liaison Program that provides training and ESGR material to RC members.
6) This position does require some travel.

SALARY RANGE

Experience/Knowledge Required:
Knowledge in Military Personnel and HR matters
Knowledge of Uniformed Services Employment and re-employment Act (USERRA)
Working knowledge of ESGR program
Ability to assist in developing and managing a volunteer program
Knowledge of Word, Excel, PowerPoint Required
Excellent interpersonal skills required
